20 years of counterterrorism measures have consumed enormous military resources – with rather moderate success. That is the conclusion of editors Sandra Kostner and Elham Manea. The reason: The measures targeted the symptoms, i.e. terror and violence, and left out the ideological basis of terrorism: Islamism. And with it legalistic Islam, which pursues its goal – to enforce Islam – with words and infiltration of Western societies.
